Pay Range

$247,800 - $318,216 Annually for the SEL.5 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.


Job Description

We have an opening for a Deputy Program Leader. You will be responsible for coordinating all infrastructure-related aspects of a large, complex, and transformative effort within LivIT. LLNL's Office of the Chief Information Officer (OCIO) is leading a key National Nuclear Security Administration (NNSA) initiative to provide a classified, centralized enterprise hosting environment that will replace, enhance, and extend Enterprise Secure Network (ESN) services to include an application hosting environment, email, video teleconferencing, file management and sharing, and other collaboration services.

You will work closely with the LivIT Deputy CIO (DCIO), NNSA OCIO, and the NNSA NSE Complex representatives to define and refine requirements for the operational environment, propose technical solutions, provide program team supervision and the coordination of technical activities across the Infrastructure Integrated Project Teams (IPTs) to ensure program success. This position is funded at the 100% level by the Program. You will take programmatic direction from the DCIO and will report administratively to the Computing Directorate's Enterprise Infrastructure Services Division Leader.

In this role you will

  • Lead the development and execution of the ESN Hub Program Plan (annual budget of $80M), providing programmatic leadership for the LLNL-led ESN modernization initiative.
  • Coordinate program-related activities with the technical points of contact for other related/dependent NNSA OCIO sponsored ESN initiatives.
  • Oversee the development and execution of integrated test planning and creation/maintenance of detailed design documentation.
  • Provide programmatic solutions to highly unusual, complex, and/or sensitive issues/technical problems where the solution path is not known ahead of time.
  • Provide leadership in support of activities required to meet programmatic goals, including staffing, procurement, and infrastructure planning, and providing oversight of infrastructure-related operational activities.
  • Collaborate with NNSA mission stakeholders to identify long-term strategic and operational opportunities to address emerging technological challenges in the execution of the NNSA mission while carefully balancing mission and cyber risk.
  • Be responsible for ensuring appropriate elements of communication, project management, risk management, and technical rigor are applied to ensure accountability and quality of products delivered in compliance with all ES&H regulations, good business practices, diversity, and equal opportunity.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
  • Bachelor's degree in computer science, computer engineering, or a related field, or equivalent combination of technical training and experience.
  • Extensive experience in the development and execution of formal software and infrastructure testing.
  • Extensive experience with staffing and budgetary planning for medium- to large-scale IT-related projects.
  • Expert leadership and team-building skills with the demonstrated ability to lead collaborative, multi-disciplinary teams to achieve their objectives and foster team motivation.
  • Expert experience delivering complex, high-quality products in a timely manner to a sponsor/end user.
  • Extensive experience in complex project conceptualization and execution.
  • Expert-level written and verbal communication skills necessary to effectively collaborate, and negotiate, and explain, present, and advise senior management, customers, and sponsors on highly complex technical information.

  • Extensive experience collaborating with external sponsors in the areas of project management and design review.
