Work Schedule

The standard work schedule will be Monday - Friday 8:00 AM - 5:00 PM during Non-Peak Enrollment, Monday - Thursday 9:00 AM - 6:00 PM and Friday 8:00 AM - 5:00 PM during Peak Enrollment.

This position offers remote work allowing employees a combination of onsite and work from home options. The expected remote work schedule for this position is will be determined by the needs of the department.

Job Summary

Rio Salado College is seeking a dynamic Student Services Analyst to join our Financial Aid Department. This role entails conducting independent research, evaluation, and analysis of Title IV, Campus-Based Aid, and Scholarship programs, necessitating a strong grasp of federal and state regulations. The Analyst will oversee the reconciliation of various financial programs, tackle complex issues, and lead project teams while supervising staff. Additionally, they will serve as a subject matter expert, providing comprehensive support for Financial Aid Compliance and Title IV funding. The Analyst must excel in meeting deadlines, managing multiple projects with precision, and offering exceptional customer service to both internal and external stakeholders. This position will also actively participate in recruitment events and other campus activities. Overall, the Analyst will play a pivotal role in ensuring the smooth operation of the financial aid office, offering guidance and support to colleagues and students.

Essential Functions

30% - Coordinates and administers the Financial Aid office's adherence to State, Federal, and Institutional regulations, and guidelines as appropriate. Performs needs analysis and packages all forms of financial aid in accordance with Federal, State, and institutional regulations and policies. Maintains current knowledge of Federal Title IV regulations, state rules, and institutional policies pertaining to financial aid program requirements criteria to evaluate and determine eligibility; and/or evaluates policy to determine and ensure program Coordinates compliance. projects and office workflow. Evaluates processes and procedures and performs yearly regulatory updates as needed. Performs program outreach, recruitment, and retention activities. Designs, develops, maintains, and delivers program resource information, presentations. Prepares and reviews reports to identify inconsistencies or trends.
25% - Works with the Student Information System (PeopleSoft/Oracle), companion systems, which support the college with a focus on financial aid program management, scholarships, student communication and verification (document imaging, student forms, National Student Loan Data System (NSLDS), Common Origination and Disbursement (COD) and other locally developed and commercial software tools, etc. Processes special and unusual circumstance requests, using professional judgment and adhering to Federal Regulations to determine the impact on a students' financial aid eligibility. Provides oversight of financial aid processes utilizing Student Information System (SIS). Reviews program requirements criteria to evaluate and determine eligibility; and evaluates policy to determine and ensure program compliance. Performs quality control and maintains records of multiple work performed within the financial aid office and assists in the continued development and implementation of office policies and procedures. Coordinates and participates in SIS testing. Participates in yearly roll-over process.
20% - Provides oversight of financial aid program administration and performs Title IV reconciliation of federal, state, and scholarship programs. Provides program and policy advisement on financial aid processes to students and parents, discusses problems with appropriate administrators or professional staff persons, and seeks solutions within the framework of established policies and guidelines as appropriate. Counsel students and families about available financial aid, scholarships, and general student eligibility criteria. Serves as a contact for staff regarding student escalations. Assists and supports the training of staff, and temporary employees.
15% - Researches, analyzes, and interprets federal and state regulations and responds to inquiring detailed knowledge of regulations and policies. Supervises, schedules (including absence/time and labor functions) and performs evaluations of non-exempt staff.
10% - Collaborates with other departments to support student success, recruitment, retention, and degree completion. Assists the Manager and Director with analyzing Financial Aid reports and data. Recommends and assists with process improvements and team efficiencies, and partners with other departments to improve operational effectiveness. Provides leadership on committees, and participation in student and enrollment-related activities as needed. Reconciles and/or monitors student awards and award adjustments. Participates in and/or acts on student appeals. Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution and two (2) years of student services or college teaching experience, or experience coordinating, administering, planning, or evaluating programs.

OR

Associate's Degree from a regionally accredited institution and four (4) years of student services or college teaching experience, or experience coordinating, administering, planning, or evaluating programs.

OR

High School Diploma/GED and six (6) years of student services or college teaching experience, or experience coordinating, administering, planning, or evaluating programs.

Desired Qualifications

A. Five (5) or more years of financial aid experience in coordinating, administering, planning, or Title IV aid, evaluating scholarships or related programs in Higher Education.
B. Five (5) or more years of experience in the administration of Federal Title IV financial aid programs
C. Experience with administration of institutional grants and scholarships
D. Experience in planning, organizing, and coordinating activities, workshops, and conducting presentations
E. Five (5) or more years' experience utilizing internal/external databases such as PeopleSoft (SIS), National Student Loan Data System (NSLDS), Common Origination and Disbursement (COD) and Central Processing System (CPS)
F. Experience using a computer software or web-based technology in the delivery of programs and services, Financial Management Systems (FMS), Microsoft Excel, Microsoft Word, Microsoft PowerPoint or other online scholarship software
G. Experience in the daily, monthly and end of year reconciliation of Title IV funds, campus based-aid and scholarship programs

Special Working Conditions

May participate in a hybrid work schedule (working from home and office). Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving: . Travel to campus during interview/selection process will be at candidate's own expense. Will be required to travel or be assigned to all MCCCD locations. May require numerous evenings or weekends. May require prolonged periods of viewing a computer screen. May be required to lift or carry up to 25 lbs. Must not be in default or overpayment of federal financial aid funds.
