Job Summary

The District Director for Marketing directs the planning, development, implementation and evaluation of district-wide strategic Branding, Creative Strategy and Marketing efforts by utilizing industry best practices, market research, and data analysis to optimize marketing initiatives for MCCCD. Outcomes are achieved by establishing key external partnerships, negotiating contracts and optimizing shared opportunities, in addition to administering existing strategic plan implementation while monitoring performance benchmarks of daily operations. This position is responsible for delivery of significant institutional strategies contingent on the integration of automated workflows and continued expansion of a district-wide shared customer relationship management (CRM) system and regulating collaborative user group policies for multiple business units, colleges and major district-wide business units.

Essential Functions

30% -- Directs institutional branding through the development of strategic external partnerships, strengthening brand awareness and positioning. Leads partnership negotiations of districtwide marketing contracts and promotional opportunities for the colleges. This includes strategic planning and implementation of business-to-business marketing to attract prospective clients, partners, and constituent support for all ten colleges individually, and corporately as a unified District brand. Promotes and represents all MCCCD activity in a unified, collaborative manner to the general public, local business community, corporate and civic leaders, in addition to various government entities (local, state and national levels). At the direction of the Chief Communications Officer, implements marketing focused campaigns to engender support from the identified communities and institutions for District/College projects, programs, events and alternatively funded innovations (via grants, donations, endowments, etc). Provides supplemental support for strategic marketing initiatives at the direction of College Presidents, Vice Chancellors, and the Chancellor as directed. Maintains professional rapport with local university contemporaries, benchmarking similar MCCCD success metrics, and monitoring progress in conjunction with the Enterprise Performance Office. Monitors national community college marketing trends, cycles, and performance measures while working to inform and integrate innovative approaches for MCCCD's marketing-communications technical stack.

30% Directs, manages, coordinates, and oversees the District Marketing Customer Relationship Management (CRM) system to ensure efficiency and consistency among all college marketing departments throughout the District's 10 Colleges. Responsible for delivery of significant institutional strategies contingent on the integration of automated workflows and continued expansion of the CRM system contacts and lines of business. Directs the districtwide expansion and technical adoption of the CRM system and establishes guidance on its use through:
  • Providing strategic direction for regulating collaborative user group policies among multiple business units and developing training parameters of business-to-business CRM usage to include training audits for new users/contacts at the District Office and the Colleges.
  • Developing lead generation and nurturing (progress) strategies as well as automated processes to improve organizational efficiency including workflows, institutional reporting and lead progress analytics, as well as lead follow up strategy.
  • Quality control of lead follow-up, automated workflow resolution, and all other related CRM operations with the recruitment and customer navigation teams. Develops, directs, and deploys marketing and lead generation strategies that fulfill the mission and goals of the District, maintaining cooperative links to other internal departments, teams, and workgroups for warm handoff and lead/customer interest fulfillment.
  • Supervising business-facing marketing, advertising programs, including print, broadcast, digital (inbound and outbound advertising) and all media and community relations.
  • Providing creative direction and oversight for all business-facing marketing campaigns. Researches and implements new technologies and best practices for inbound marketing and marketing automation and lead generation, social media strategy and media/public relations.
  • Assisting senior executive management and key stakeholders in developing objectives by providing market research, latest trends and campaign analytics; develops marketing strategy based on the mission and goals of the organization, allocates and manages the marketing and PR budget; establishes collaborative relationships with vendors, clients, partners, District representatives and the community.
  • Performing as a supplemental resource for niche marketing requests and student outreach campaigns (supervisory) at the request of the colleges, forming cooperative relationships with the District teams (MCOR, ASA) for the purpose of providing implementation capacity to support the work of Industry Sector Collaboratives, Institutes, and similar other programmatic activities on behalf of the Colleges.

25% Directs, manages, and oversees internal operations of the districtwide Marketing functions to include the development of promotional materials, lead generation and nurturing strategies, automated follow-up processes. Demonstrates effective oral and written communication skills; establishes and maintains cooperative working relationships with persons contacted in the course of performing assigned duties. Manages all inbound marketing initiatives and platforms established by the District Office Marketing department for optimal lead generation, including e-mail marketing campaigns from concept to delivery, promotional landing pages and e-forms, newsletter articles, social media, and all other web informational pages using Content Management System, (CMS) and inbound marketing platforms such as HubSpot. This includes maintaining collaborative professional relationships to internal District Office divisions, departments, teams and functional structures also engaging in business-to-business marketing to attract prospective clients, partners, and constituent support for the District and all ten Colleges; promotes all MCCCD activity in a unified manner, maintaining general awareness of parallel projects, programs, events and alternatively funded innovations (grants, donations, endowments) involving outside businesses, maintaining cooperative links to the internal operational support teams involved such as college Marketing departments and various Academic and Administrative departments, in addition to District operational teams within the External Affairs and Academic Student Affairs divisions, as appropriate.
  • Manages web marketing initiatives and website development for optimal user experience and web performance, ensures appropriateness of the online media, audience usability and compatibility with brand standards. Develops content strategy and manages content development and growth across all platforms: blog, social media, emails, ebooks, case studies, white papers, videos, presentations, imagery and testimonials to build awareness, provide education and foster lead generation.

10% Performs districtwide Marketing support staff supervision and management activities for the division involve hiring/separation, onboarding, training, professional development, performance evaluations, and employee recognition. Additional management activities include:
  • Plans, organizes, assigns, supervises, reviews and evaluates the work of staff
  • Recommends and/or approves staff selection; directs training and the disciplinary process for assigned unit
  • Identifies training needs and opportunities; provides staff training and mentoring
  • Leads the development or revision of policies and procedures
  • Monitors and evaluates program goals and reviews and reports on goal achievement
  • Researches and monitors industry trends, credentials and implements best practices for proposal development and program design
  • Manages and administers budgets and expenditures; identifies resource needs and makes recommendations
  • Identifies alternative funding sources and prepares funding proposals for projects and resource requests

5% Leads, facilitates, coordinates, and contributes to the districtwide Marketing Development Council (MDC), in support of the Chief Communications Officer, to produce consensus and collaboration on shared decision points related to: projects, funding, data, and resources.

Minimum Qualifications

A Bachelor's Degree from a regionally accredited institution in public relations, marketing, journalism or related field and six (6) years of public relations and marketing experience that includes planning, managing and implementing associated programs and marketing campaigns and two years of management and supervisory experience.

OR

An Associate's Degree from a regionally accredited institution in public relations, marketing, journalism or related field and eight (8) years of public relations and marketing experience that includes planning, managing and implementing associated programs and marketing campaigns and two years of management and supervisory experience.

OR

High School Diploma or G.E.D. and ten (10) years of public relations and marketing experience that includes planning, managing and implementing associated programs and marketing campaigns and two years of management and supervisory experience.

Desired Qualifications

A. Bachelor's degree or higher in business, marketing and/or public relations and five years of marketing/sales program management.

B. Experience gathering, interpreting and presenting information while establishing shared metrics, data governance policies, and decision-making consensus on data application/use. Includes experience speaking to large groups and governing bodies for the purpose of informing system-level change regarding district-wide shared partnership management system (CRM) and collaborative user group policies for multiple business units, colleges and/or a major district-wide business unit.

C. Experience in advanced digital marketing strategies, public relations principles, and establishing corporate sales contracts. Demonstrated ability to establish partnerships with various business entities.

D. Two plus years direct supervisor experience to include managing workgroups and program objectives, as well as staff hires/terminations, training/onboarding, employee evaluations, professional development and recognition.

E. Experience with change management, to include managing multiple teams through change resistance and acceptance cycle; includes implementation of communication plans and follow-through on execution of new processes, policies, and procedures.

F. Experience successfully prioritizing and completing projects according to established strategic plan objectives, goals, and targets; to include active performance management.

Special Working Conditions

Licenses, Registrations, or Certifications: Certification from either the Public Relations Society of America or the International Association of Business Communication and/or Project Management certification may be required.
